Fall foliage is not just in the hills. The foliage near rivers and lakes has its own unique atmosphere, and the contrast with the water can make the coloration seem even more vivid. These are recommended spots for shooting foliage. On cloudy days they can be made to appear moist. Note, however, that there are many place where the footing is not good, so you need to be careful not to let your camera fall into the water.
